The council's Article 4 register lists ART/11/00346 (South Willesborough and Aylesford Green wards), ART/11/00347 (Beaver ward) and ART/11/00348 (Little Burton Farm ward), each confirmed 1 December 2012. The 26 July 2011 Development Control Manager report on ashford.gov.uk authorised a non-immediate C3 to C4 direction for exactly these wards, to come into force 12 months after notice; the Have Your Say page (consulted November to December 2011) still describes it as proposed and links ward maps. The register does not state the in-force date.

What an Article 4 direction means
HMO Article 4 directions remove the permitted-development right to convert a family home (C3) to a small HMO (C4, 3 to 6 people). Inside one, that conversion needs full planning permission. Councils may also run additional licensing (smaller HMOs) or selective licensing (all private rentals) in designated areas. Planning permission and licensing are separate: a licence does not grant planning permission, and permission does not remove the need for a licence.
